CCDAA, which began
its advocacy work in 1943, was established to provide leadership in
advocating for high quality, accessible and affordable early childhood
care and education which supports all children and families in achieving
their goals and is delivered in a diversity of models which promote
parental choice. Organized as a 501(c)(6) corporation, CCDAA is run
entirely by volunteers. CCDAA has two sections -- one for Northern California
and one for Southern California. Members from each section meet monthly
(generally at the same time). There are general meetings in October
and June and a statewide conference in March. Voting memberships are
open to administrators of publicly funded programs. Associate memberships
are available for other interested persons.

DCCCPC is a new
coalition that represents District of Columbia child care providers
who serve low- and moderate-income families. DCCCPC speaks for providers
in the District on quality issues, funding, zoning, regulation and policy.

The Maine Child
Care Directors Association is committed to maintaining and expanding
a high quality, accessible, and affordable child care system in Maine
that is equally responsive to the needs of children, families and providers.
Of special concern are the needs of children at risk and those who live
in poverty. Membership is open to dues paying agencies and individuals.
Individuals who formulate or implement public policy are excluded from
membership to prevent conflicts of interest among policy makers and
those seeking to influence their decisions. All members of the Association
are members of the Board of Directors.

MADCA is a
statewide advocacy group of child care providers. The association concentrates
on impacting and monitoring regulations and legislation affecting programs
serving children 0-12. MADCA has been very successful addressing regulatory
issues with the Office of Child Care Services, funding streams within
the Department of Education and OCCS and State budget concerns. This
year MADCAs agenda focuses on a budget campaign centering on rate
increases targeted towards personnel, salaries, quality and regional
equity, as well as a health insurance initiative. MADCA meets quarterly
and also schedules regional focus meetings throughout the year.

MOCARE is a
voice for direct service providers in Missouri to ensure quality, comprehensive
early childhood care and education that is affordable and accessible
to all families. Since it was established in 1997, MOCARE has been successful
in getting providers involved in public policy in Missouri. Improved
rates of reimbursement and health care insurance for providers are high
on MOCARE's agenda. Three regions in Missouri hold regular meetings
of providers to network and discuss policy issues.

The NHCCA is
a non-profit organization representing child care center directors from
the nonprofit sector throughout New Hampshire. The association is a
membership organization. Members pay annual dues that are based on their
total child care budget. NHCCA will take some exciting steps to bridge
the gaps between child care providers and businesses and will provide
business training for the membership. The association has already supported
child care legislation and worked closely with other advocacy groups
to create changes in child care policy. The Board of Directors is elected
to serve two-year terms. The association proudly announces that its
first Executive Director, George Thirsk, began his duties on June 12,
2000.

OACCP is a
new trade association established especially for child care providers.
Its purpose is to promote the interests of child care providers in Ohio
while encouraging improvement in the quality of care available to the
public. The organization promotes and supports child care providers
including licensed child care centers and in-home providers. OACCP is
a "chamber of commerce" for child care businesses, both for-profit
and not-for-profit. Other child advocacy organizations recognize this
need and have encouraged OACCPs development. OACCP represents
providers in the state capitol and with state agencies. Members receive
public policy alerts and other publications from OACCP. OACCPs
first conference was held in January 2000. Other training programs and
conferences are planned in the future.

PACCA is a
statewide, non-profit organization dedicated to facilitating the provision
of quality early care and education to the children of Pennsylvania.
PACCA is considered to be a major voice for child care in the state.
A statewide conference is held each fall and members meet in different
regions of the state on a quarterly basis. Other services provided to
members include information for providers through a "Fax: on demand"
service, regular policy alerts, a quarterly newsletter. PACCA is licensed
by Day Care Services of North Carolina to administer the T.E.A.C.H.
Early Childhood Pennsylvania. T.E.A.C.H. is a scholarship program
developed to upgrade the level of education of teachers working with
young children while making the educational process affordable, increasing
wages and reducing turnover. The scholarship was piloted in 14 counties
with $500,000 and now is expanding statewide due to a $1 million increase
in funding initiated by the Governor and passed by the legislature.

Because children
are our most valuable resource and because children are in increasing
numbers in need of child care placement; the Public Policy Coalition
for Child Care provides an advocacy voice for quality child care and
early childhood programs. Since its inception in 1987, the Coalition
has been influential in promoting public policy that addresses the critical
needs of children and families. The Coalitions advocacy has influenced
the establishment of the Permanent Legislative Commission of Child Care
and most recently, its work helped to secure passage of the state statute
that ties child care rates of reimbursement to the 75th percentile of
current market rates.
